Adds the
servicediscoverypackage from Mimir's utils: https://github.com/grafana/mimir/tree/8561e6fbf49d081fed142b9623e52d41aa6392c4/pkg/util/servicediscoveryAs one would expect, these utilities help discover new instances in a ring or behind a DNS query.
