Add: tag_values_constrained() function, to allow for an OpenTSDB-style query to be passed into a tagv lookup
ex:
tag_values_constrained(mysql.com_select,shard,{colo=NYC001})would search for the tagvs ofshardin the metricmysql.com_select, with a further qualifier of tagkcolobeing equal to tagvNYC001The additional query terms must be enclosed in {}
