Add: tag_values_constrained() function, to allow for an OpenTSDB-style query to be passed into a tagv lookup
ex:
tag_values_constrained(mysql.com_select,shard,{colo=NYC001})
would search for the tagvs ofshard
in the metricmysql.com_select
, with a further qualifier of tagkcolo
being equal to tagvNYC001
