@shabab477 this is looking great!

The CLA bot is annoying I know, it just needs the commits to be signed with the same email you signed the CLA agreement with.

Can you replace typescript project references with a cross monorepo build & watch as well?

Can you integrate #2497 into this effort as well? That’s really at the heart of this, restoring the cross monorepo incremental build/watch
