No plan selected when using JWT with selection rule and keyless plans

Describe the bug :

Since the breaking change introduced in 3.20 : https://docs.gravitee.io/apim/3.x/apim_installguide_migration.html#plan_selection In an API that have both a keyless Plan and a JWT Plan with selection rules, if the selection rule is not met, the request will not be redirected to the keyless plan and act like if no plan got selected.
