I've tried to put all settings for every plugin inside the "arguments" key, but pylint won't work... I had to add [tool.poetry] to the pyproject.toml. Also added arguments to ruff + tests |

What
Created autohooks plugin for ruff. Fully compatible with latest autohooks.
Added docker dev env for anyone that wants to contribute, so they can use the same dev environment.
Why
Wanted ruff pre-commit as an autohooks plugin.
