API/Webhook to download run artifacts once training completes

Add the ability to create webhooks / API integrations for downloading run artifacts

Description

I'd love the ability to create API-based functionality (webhooks?) for downloading artifacts after a run completes.

Motivation

I want to create on-going end-to-end training pipelines where dbt creates the training data, a batch job uploads the data to Grid, I kick off a grid run on a schedule, I download the model, test it, promote it to production, etc. At the moment, I can do all of this autonomously except for the downloading of the model.
