An implementation of optional feature F292 from the SQL Standard with some extensions, required for our implementation of unique constraints and for Oracle compatibility mode.

With this implementation treatment of nulls in unique constraints (and indexes) can be explicitly specified in their declarations. Previously only global configuration with compatibility mode was available. Default treatment is still controlled by compatibility mode.
