Add an Explainability page in the User Guide

Add a page, explainability.rst, about the new h2o.explain() and h2o.explain_row() functions. The page should go after the AutoML page in the menu/sidebar of the H2O User Guide.

Show examples of how to use these functions with AutoML objects (or a list of models), and a single model. Let’s show a regression and binary classifcation example.
