Documentation URL for cache busting in .htaccess is outdated

The URL to more information about cache busting on Line 391 currently points to the wiki page.

To understand why this is important and a better idea than all.css?v1231,

I feel like I'm in infinite loop.
I'd recommend directly linking to the the documentation in the repo.
