Carter Baxter

Tech Director (and sometimes hacker)

💬 Topic: Fireside chat about civic tech, legacy codebases, balancing old and new, and just trying things out.

Find recording of talk here.

Carter was a half-decent software developer before getting shuffled off into manager-land. Most recently he was Chief Agile Delivery Officer for eSimplicity, working mostly on data problems with CMS. Before that, he was Director of Engineering for Ad Hoc, working on VA problems, and before that he did a tour with 18F, where he was Director of Engineering and Chief of Practices, among other things. He still likes to tinker with different engineering problems as side projects, like creating a dad joke meme generator with the http://fatherhood.gov/API, building Pear, a text comparison tool to dabble in Natural Language Processing. And most recently, he used ChatGPT to modernize MarkItUp after it had been abandoned as jquery declined.
