When a map link is created, admin can use the Anchor plugin to grab the link to visible layers. That link contains certain params, regarding zoom, x and y coordinates and which layers should be visible.

There seems to be a problem with group layers: the gl parameter is ignored, rendering the entire group layer visible.

Refactored the layer's visibility mechanism:

- Placing it in AppModel makes it easier for other services to consume it.
- Preparation for fixing #1286
