Create tags list

List of tags for events - fixes #130

Guidelines

• This is not a substitute for event types: We don't want to use tags for things like workshop, meetup, conference, etc - this is a separate discussion at Have an explicit list of event types #148.
• The tag should be self-explanatory: Meaning it should be clear to the user what the tag means with no ambiguity
• Each tag should be a clear segment: It should be a useful way for us to segment events. For example: We might not need two tags with wellness and health if we're aren't going to be using them separately in the near future.
• The list shouldn’t be too lengthy: A long list will mean people won’t bother filtering down by these tags. The should be short enough that it's easy to look for what they want.
