The biggest TODO. Will have to refactor how we add allocs to deployments in mirage.

nit: You could simplify this to

We do have this pattern in our codebase, however, I'm guessing its from 4-5 years ago and the API was different.

nit: You could probably move this into a before hook if you're concerned about other tests leaking into this one. You're already cleaning up after each hook.
