In the above...Side-effect: added a job version filter to the allocations index page:
Side-effect: created a new "conditional link-to" block component for sake of ergonomics (so we don't need to have gigantic if/else blocks on our represented allocations)
Side-effect: Removed the animation from icons in the legend
TODO: deploying-state legend links, version number links
