Support for azurerm_consumption_budget_subscription notification locale

Description

Currently the notification block within consumption_budget_subscription does not support the locale.

The ARM template is supporting the notification locale

E.g.

"notifications": {
          "NotificationForExceededBudget90": {
            "enabled": true,
            "operator": "GreaterThan",
            "threshold": 90,
            "thresholdType": "Forecasted",
            "contactEmails": "[parameters('contactEmails')]",
            "locale": "en-us"
          }
        },

It would be awesome if the terraform module would also support the locale.

Workaround
Possible to be done with azurerm_subscription_template_deployment
