Alos theres no changelog for the haddock api package

there's a bit of special relationship between haddock and haddock-api; they're effectively the same package, but they've weirdly split their exe and lib components into two packages to workaround some issues with the GHC build-system. Maybe we can join them again at some point. So ideally, haddock-api's changelog should contain a hyperlink to haddock's changelog

but still... there is no entry in haddock for 2.17.5
