HIP 81: Minimum Device Onboarding Fee

Summary

This HIP proposes to set a minimum onboarding fee for Hotspots in the subDAO structure. This HIP also proposes that Hotspots for which the minimum onboarding fee has not been burned are not eligible for rewards from the subDAO. The minimum onboarding fee will be dynamically defined as $40 and will follow the same halving schedule as HNT and will therefore start at $20.

Motivation

A minimum onboarding fee is necessary to:

Stop subDAOs from arbitrarily onboarding Hotspots.
Prevents nuisance attacks against subDAOs and the Helium DAO.
HIP51 has described the onboarding of Hotspots but has not made this explicit. Hotspots for which the minimum onboarding fee has not been burnt are not eligible for rewards. SubDAOs attempting to bypass this requirement will be subject to slashing.

Just a note of clarification for those that might not be following the conversation closely, this HIP is another alternative to #599.

After a discussion on HIP 80, there are remaining concerns about the path forward. HIP 80 proposes simplifying the DAO Utility Score, but with the continued debate close to the April 18th date of the Solana Migration, another HIP #612 was proposed to solve the immediate needs for the launch on Solana, while maintaining the current DAO Utility Score proposal (#336).

New PR #613 merged for HIP 81. Changes include:

  • Defining what the actually burned DC is used for in the DAO Utility Score
  • Not required to onboard to every subDAO the hardware is capable of
  • Payer of onboarding fees is explicitly left to the subDAO
  • Make explicit what devices need to be onboarded
  • Show the progression of the dynamic onboarding fee over time
