Add to "Detailed Explanation" why this is solving the basic needs of the Solana Migration and set up of subDAOs while still preparing for changes to a DAO Utility Score down the line. This is what I've understood about the crux of your argument and would suggest that get across to reader/the community.

## Motivation

A minimum onboarding fee is a necessity to stop subDAOs from arbitrarily onboarding Hotspots. The minimum onboarding fee also prevents nuisance attacks against both the subDAOs and the Helium DAO. HIP51 has described the onboarding of Hotspots but has not made this explicit. This HIP will clarify a few items around the onboarding fee. Specifically, Hotspots for which the minimum onboarding fee has not been burnt are not eligible for rewards. SubDAOs which are attempting to bypass this requirement will be subject to slashing.

Can you add some context here about why this is came about:
For example,

"After discussion on HIP 80, there was little consensus about the path forward. T drastic changes to the DAO Utility Score close to the April 18th date of the Solana Migration made it necessary to propose another HIP that solves the immediate needs while maintaining the current DAO Utility Score with efforts to change it later - likely with additional improvements to HIP 80."

...I'm just giving an example of something not intended to be editorial. Please elaborate on the position and perspective that you and the author are coming from.
