refactor(react-server)!: parallel client/server reference build

It's probably easier to experiment on Vite 6 https://github.com/hi-ogawa/vite-environment-examples/tree/main/examples/react-server, but just putting a few commits here too.

todo

• use emitFile during transform to emit server reference chunks as they are discovered
• replace virtual:server-references with emitFile and getFileName of emitted references
• do similar for client references
• do it parallel
  • for this, we will need to keep each build running and cannot let them go into buildEnd. Maybe we can use dummy virtual module to keep its load unresolved until other tasks are all cleaned up?
  • Delay loading a set of ids until all other files have been processed rollup/rollup#4985
  • Expose pendingRequests rollup/rollup#4294
