Just need to run distutils on windows machine

Does anyone understand the windows distribution situation? Param is a pure python library, so I thought I would be able to do python setup.py bdist_wininst to create an exe installer. However, if I run that command on 64-bit linux, I get param-v1.1.0.linux-x86_64.exe. If I run that command on 32-bit python on windows, I get param-v1.1.0.win32.exe. If I run that command on 64-bit python on windows, I get param-v1.1.0.win-amd64.exe.
