Remove legacy migration and yaml from tplink #62457

Breaking change

tplink has been fully migrated to a config flow in previous versions. If 2021.11 and 2021.10 were skipped, it is recommended to upgrade to 2021.12 before updating to 2022.2 to avoid having to re-setup the integration.
