Prevent spawning script runs when shutting down

Proposed change

When Home Assistant is shutting down, the script helper will shut down scripts in two stages:

1. Stop all scripts started before Home Assistant began shutting down
2. 60 seconds later, stop all scripts started after Home Assistant began shutting down

This PR prevents any additional script runs from being spawned after stage 2
