Update Home Assistant base image to 2023.04.0

Upgrades the Home Assistant Core docker base image to 2023.4.0.
Release: https://github.com/home-assistant/docker/releases/tag/2023.04.0

Most notably:

• Upgrade to Python 3.10.11
• Upgrade to Alpine Linux 3.17
• Replaces the abandoned cchardet with faust-cchardet
