Support probably needs to first be added in pytradfri library. After that it would be possible to add a new tradfri switch platform.

Should be done now; home-assistant-libs/pytradfri#182

+1
called a on/off switch here, without state on/off:

same goes for the outlet itself:

shows as sensor, and no on/off

I tested the latest version of 0.78.3 and still see this and not a switch. Is the library already in Hassio?

No, it's not. 0.78.3 is a bugfix release and does not include any new features. See the changelog for further details: https://www.home-assistant.io/blog/2018/09/17/release-78/#release-0783---september-22.

Once #17007 has been merged and released (most likely in version 0.80) you will be able to turn the IKEA switches on/off from within Home Assistant.
