use_eplus did not work if input is an EnergyPlus installation path which did not follow EnergyPlus Windows installation path.

Fix: EnergyPlus version parsing error in use_eplus. Close #18

Use the first line of IDD file to parse EnergyPlus version instead of
using folder.
