related to this note that where there are *_link roads they should probably go under the road they connect to (if they don't already)
There are many examples is improper usage of highway=secondary_link in Santo Domingo (http://umap.fluv.io/en/map/hdm-first-draft_728#15/18.4607/-69.9412 - see 2u layer) where the _link is properly drawn under the non-link road (even unclassified/residential).
