Currently AutoScalingGroup waits for cfn-init script to signal it that the instance has bootstrapped successfully. The timeout for this is 60M which is too long. The standard bootstrap process normally takes only 5 minutes. In order to fail fast, timeout has been shortened to 10M. - Additionally, pip install for cfn helper scripts has been made noisy again
