That looks like my cheats, just download cheat.db directly from my github repo https://github.com/LunaMoo/PPSSPP_workarounds
when cheat.db is placed under PSP\Cheats on memstick, you will be able to import cheats for the particular game from the database from cheat menu(available on pause menu after activating cheats in system settings).
