This goes along with #9501, but adds some options in the UI to manage backgrounds.
On all platforms, you can select a game, and make its background persist in the UI. To emphasize that this isn't the device background, the messaging is "UI background".
On Windows, this also presents a dialog to browse for a jpg or png, and set it.
