RFC6265bis: "The SameSite Attribute" summary makes no mention to setting limitations. #1014

Section "4.1.2.7. The SameSite Attribute" of rfc6265bis-03 currently talks about SameSite's effects on which cookies will be attached to requests. The attribute also affects which cookies are allowed to be set by responses, as detailed in "5.4. Storage Model" step #14.
Somebody looking to learn more about how the SameSite attribute is used is unlikely to work their way into the storage model (which also won't show up when searching the text for "SameSite") but would very likely be interested in knowing this detail.

Section 4.1.2.7 should probably be expanded to include information on how SameSite affects cookies being set.
