replace hubot-timezone with an inline version of it that has also use inline diagnostics, so it doesn't include server time

This replaces hubot-timezone with an inline version of it that uses Slack to be aware of user's timezones, and so lets you find out their time.
It also switches to a local copy of hubot-diagnostics, so it doesn't conflict with its
time.
