Make InstanceQueryOptions public to allow for custom predicates

Currently with instanceQueryOptions it is not possible to make custom predicates filters outside of fargo's package scope.

For some context, my use case it to filter by the application metadata, as the infrastructure has a versioning layer on top using this method.
