Refactors the
PartialStateandAcceleratorto have the core decorator process-logic happen insidePartialStateand then upstreams it toAcceleratorStateandAccelerator, asPartialStateshould act as the main processes controller for users if they choose not to use theAccelerator. As a result,PartialStatehas complete docs for the functions while theAcceleratorStatedoes not. I can also make a note on the version inAcceleratorStateto point this out to users potentially.
