PlayCDN integration should work gracefully when there is no Tailwind config file #1326

Enabling the PlayCDN integration returns the following error when there is no configfile

file_get_contents('tailwind.config.js'): Failed to open stream: No such file or directory

I think we should be able to handle this gracefully, and just skip the config injection when a config is missing.
