Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependencies [tar](https://github.com/isaacs/node-tar), [semantic-release](https://github.com/semantic-release/semantic-release) and [gradle-semantic-release-plugin](https://github.com/KengoTODA/gradle-semantic-release-plugin). These dependencies need to be updated together.
