Dont ask for new replicates if a replicate has its compute stage failed:
APP_DOWNLOAD_FAILED
DATA_DOWNLOAD_FAILED
COMPUTE_FAILED

Fixed with #395

One Cpu of a given worker is released when the replicate status is "COMPUTED" or "*_FAILED" before COMPUTED
