Adds constraint support to cose-base.

  • ConstraintHandler.js handles transformation and enforcement steps.
  • There are also changes in CoSELayout.js to maintain constraints during iterations.
  • CoSELayout.js overrides moveNodes function, so this change may affect other layouts that use the cose-base.
