The ibus package installs a .desktop file for launching IBus Preferences. The presence of that file makes AppStream generate metadata for IBus Preferences and with that make is available in software managers such as Software (GNOME) and Discover (KDE).
However, IBus Preferences is not suitable for such software managers. It's not an independent "application" which a user can install and launch. It's something else...
I would suggest that org.freedesktop.IBus.Setup.desktop is hidden from AppStream by adding
X-AppStream-Ignore=true
to the file.
