Look at making subblocks for Global Params and refactoring the extract params to allow a lazy evaluation of the parameters later when "getClassParams" or "getBlockParams" is called.

Need a little better description of the problem we are trying to solve here. What exactly would the subblocks add to the GlobalParams implementation? Why do we need lazy evaluation?
