Unvalid SignatureValue calculating when special character in shp_ parameters

When pass dot, slash etc. patameters into shp_ parameters http_build_query() replace them to %-character, and after calculate hash. But robokassa in first transform %-characters to normal, and them calculate hash. In result robokassa hash and sended hash is not equal.
