Enable ability to bookmark Moments and display them on the Care Plan page

This feature currently exists with Strategies. In the Strategies editor, under the "Bookmark this Strategy?" label, we can toggle the ability to show this post in a user's Care Plan.

Let's do the same for Moments! The goal of the Care Plan page is to be a go-to page users can refer to when they're going through a tough time. It currently lists loved ones to reach out and helpful self-care strategies. By adding Moments, users can also have access to posts that will help them get through a tough time. In a future issue, we can tackle the ability to have periodic prompts to writing self-affirming Moments posts.

• A column for bookmarked already exists on the Moments model, so we just have to make UI changes.
• When changing label names, please use Google Translate to update the translations, it will be reviewed for accuracy later.
