chain.json for POA Network isntances

Each network must have branch with chain.json and tools. Tools should be in script directory.

Network IDs

99 - Core, livenet
77 - Sokol, testnet
78 - Red, testnet for security testing

Contribution guides

Modification of chain.json file without an approved PR is prohibited.
