Local map editing: integrate Mapeo output from Windows/Mac?

@mir123, @m-anish, @georgejhunt, @tim-moody are just a few of the people interested in possibly enabling truly local editing in communities using Internet-in-a-Box, above and beyond Magrit's support for thematic layers (#1568).

One way to do this might be with Mapeo, despite the fact it only works on Windows and Mac at present: https://www.digital-democracy.org/mapeo/
