Can Moodle's shim be fixed? Or should Moodle be moved from Apache to NGINX? (http://box.lan/moodle fails but http://box.lan:8090/moodle/admin/index.php works)

As discussed during our weekly IIAB call this morning (http://minutes.iiab.io) we don't know (yet!) know whether Moodle's Shim should be quick-fixed...or possibly Moodle should be served directly over NGINX?

"File not found" appears with URL http://box.lan/moodle/admin/index.php fails but http://box.lan:8090/moodle/admin/index.php works.
As if the shim proxying from NGINX to Apache port 8090 is not working?
I'm assuming the (longstanding since early Dec 2019?) problem is likely in https://github.com/iiab/iiab/blob/master/roles/moodle/templates/moodle-nginx.conf.j2 i.e.
/etc/nginx/conf.d/moodle-nginx.conf
