These changes allow implementation of recursive dynamic approach in MESSAGE. This is activated using the existing "foresight" setting in the
MESSAGE_master.gmsfile. Within this approach, technology cost learning module is added as an optional feature that can be activated using "learningmode" setting in theMESSAGE_master.gmsfile as well. Tutorials for this and adding DACCS are also provided.
