Make tooltips in BubbleCalendar scrollable

In BubbleCalendar, tooltips that appear when mouse hovers over a day bubble would benefit from:

• vertically scrolling content to avoid overflowing window height when number of snapshots per day is large (see attached screenshots)
• remaining visible until mouse is no longer hovering over day bubble or tooltip area (no timeout) for a less irritating user experience
