I only just realised that this change might have major consequences for the Internet Archive. They tend to deploy directly from the codebase, whereas the other deployments tend to use WAR overlays to keep the customisations separate.

@nlevitt - How would this change affect you? Can we proceed, or should we find a different tactic?

Hi @anjackson, thank you for your concern!
we do use overlays for our Wayback Machine deployment, and we do have our own version of files involved in this change set. So it won't cause any trouble for us. Please feel free to proceed.
