Add function to store layer control status (overlay only) in cookie for using in next session.

well, I merged this - and nothing new broke. But - it doesn't seem to work. Tested on chrome had a look - the cookie is there and does seem to be updated with appropriate values as layers are toggled - just on a fresh page load all layers are enabled again. Tested with all plugins disabled - no difference |

Plugin can check the last status and control the display of layer. Main script can use this to control layer display in setup too.
