Some of this was done by Ariel in early december (converting roads to points). However, we really want them to come out as segments tagged by hazard level so some more engineering is required.

Also, need functionality to clip and tag roads by polygons.
This is needed for the more pressing issue #36

Started work on this is branch: polygon_hazard_layers - first aim is to address issue #36

Pep, pylint and all 247 tests pass.

If we need polygons with holes, need to update clipping similar to what was done in issue #324
