[Feature Request] [dialog] make the overlayController support multiple invokers

Opening a dialog component from multiple invokers is difficult. Changing the "opened" property of a dialog will not trigger the accessibility features.

Proposal, add following functionalities to the OverlayMixin:

• open()
• close()
• toggle()
